Wow! This is a cool, cult-classic 1950 Turnit Manufacturing poker chip caddy in the hard-to-find black color. You simply turn the knob on the top and 12 cylinders full of poker chips swing outward for access. Turn the handle back and the chips swivel neatly back in for storage.
